Import Control System 2 (ICS2), the European Union Advance Cargo Information System

The Import Control System 2 (ICS2), the European Union Advance Cargo Information System launched on 15 March 2021.  The next phase of the ICS2 system - Release 2 - will go live on 1 March 2023.

All postal operators, express couriers, freight forwarders and air carriers in charge of sending, receiving and organising logistics and transportation of goods into or through the EU by air traffic will be required to adapt to changes in the EU pre-arrival and entry requirements and report necessary advance electronic data to the ICS2.

In order to increase awareness of these changes the following information is available:

  • Official letter from the European Commission (DG TAXUD) with information about the second release of ICS2 and what your members should do to comply with the new requirements as of 1 March 2023 - for your information
  • Two factsheets with detailed information on the following:
    • What Economic Operators, that are directly affected by the second release, need to do to get their IT systems ready in time.
    • What are the new data reporting requirements for the freight forwarders, express couriers, postal operators with facilities outside the EU and air carriers under Release 2, irrespective if their legal establishment is within or outside of the European Union
  • Package of social media posts which can be used on Twitter, Facebook and LinkedIn.  In the package you will also find the accompanying visuals for all three channels.
