CBSA Message (TCC19-141): Changes to The Single Window Initiative (SWI) Integrated Import Declaration (IID) for CSA Importers

Clients Affected: All CSA importers and their respective brokers using the IID for the release of non-regulated goods.

The Canada Border Services Agency is pleased to announce that CSA Importers can now use the Single Window Initiative Integrated Import Declaration (IID) and receive the long-standing benefits afforded to CSA Importers when obtaining release using an interim accounting such as PARS and RMDs.

The following modifications have been made to the IID and CSA Importers will be exempt from the following, for non- Participating Government Department or Agency (PGA) regulated goods:

  • Submission of the 10-digit HS Code;
  • Submission of some invoice data;
  • When an IID is submitted that contains both regulated and non-regulated goods, only those goods that are requlated will require provision of the 10-digit HS Code along with all invoice and other required OGD information.  Non-regulated goods contained on the same IID transaction will not require provision of the HS Code or invoice data; and
  • Final accounting” (B3) is not required to be submitted 5 days following a release decision.  Final accounting interim accounting releases submitted by CSA importers will be submitted in accordance with the CSA accounting procedures.

The following is a list of changes to version 4.0 of the SWI ECCRD, published in April 2017.

Introduction

The following Section 1.10 has been added.

CSA streamlines the import process for pre-approved Canadian importers by using their internal business systems and processes in place of the traditional customs process. Under CSA, most elements of the import process from clearance, accounting, adjustment and payment of duties are modified. CSA has introduced two key changes to release.

CSA Importers will be exempt from the following, for non-PGA regulated goods:

  • Submission of the 10-digit HS Code;
  • Submission of some invoice data; and
  • When an IID is submitted that contains both regulated and non-regulated goods, only those goods that are requlated will require provision of the 10-digit HS Code along with all invoice and other required OGD information.  Non-regulated goods contained on the same IID transaction will not require provision of the HS Code or invoice data; and

The following message type will be removed from the Usage/Remark section:

2. SG50.DTM (page 77) - Date of Direct Shipment

The following will be added to the Remark section at the bottom of page 77:

Eligible CSA importers are exempt for providing the date of direct shipment for non-PGA regulated commodities.

3. SG51.DTM (page 80) – Invoice Date of Issue

The following will be added to the Remark section at the bottom of page 80:

Eligible CSA importers are exempt for providing the invoice date of issue for non-PGA regulated commodities.

4. SG51.MOA (page 81) – Invoice Total Amount

The following will be added to the Remark section at the bottom of page 81:

Eligible CSA importers are exempt for providing the invoice Total Amount date of issue for non-PGA regulated commodities.

5. SG117.MOA (page 105) – Commodity Pricing

The following will be added to the Remark section at the bottom of page 105:

Eligible CSA importers are exempt for providing the Commodity Pricing for non-PGA regulated commodities.

6.  SG117.TC (page 111) – Commodity Classification Codes

The following will be added to the Remark section at the bottom of page 111:

Eligible CSA importers are exempt for providing the HS Code for non-PGA regulated commodities.  However, if an HS code is provided, the full10 digit value must be provided.

Also, please note that not all PGA Programs make use of HS codes as a means to identify whether a commodity that is regulated by that program. Trade Chain Partners can now use the SWI IID Regulated Commodities Data Element Matching Criteria to identify commodities regulated by a particular Participating Government Department or Agency (PGA) program in order to ensure compliance with the CSA Importer Program.

The Regulated Commodities Data Element Matching Criteria Tables are to be used in conjunction with SWI IID Electronic Commerce Client Requirements Document in order to ensure that all of the mandatory commodity importation data and image requirements are captured.
