ACE Electronic Export Manifest (EEM) with US Customs and Border Protection (CBP)

CN is pleased to announce that we are the first North American rail carrier to conduct operational testing of the Automated Commercial Environment (ACE) Electronic Export Manifest (EEM) with US Customs and Border Protection (CBP).
What is ACE Electronic Export Manifest
The ACE Electronic Export Manifest is an electronic manifest filing system that will replace the paper filing process currently in place at US-Canada border crossing points. The main goal of electronic export manifest filing is to allow CBP to identify any issues with the movement of cargo early on in the supply chain and better identify non-compliant shipments earlier in the process.
May 4th, 2020 the start of CN’s operational pilot
Starting May 4th, 2020, at CN’s border crossing in Port Huron MI, CN will transition to the operational phase of the pilot where CBP will begin validating CN electronic export manifest data using the new system. Once the system is stable, we will expand the operational pilot to other border crossings on CN’s network.
What does it mean for you
There are no additional steps that you need to take however, we ask that you ensure that all shipment data entered in the rail electronic bill of lading is complete including:
- Accurate cargo descriptions
- Complete address information for applicable parties
- Seal numbers
- Appropriate export citations including Internal Transaction Number (ITN)

The CBP has committed to work closely with CN, through continuous review of the pilot process, to ensure the smoothest possible transition to the automated export environment. Final regulations requiring the filing of EEM for all modes of transport, including rail, are currently being developed by CBP.
