BMSB fumigation requirements for Australia and now New Zealand

Further to previous messages, below are some additional updates to BMSB fumigation requirements for Australia and now New Zealand.

New Zealand New Brown Marmorated Stink Bug Requirements

The New Zealand Ministry of Primary Industry is implementing measures to prevent the entry of brown marmorated stink bug (BMSB). These measures are similar to Australia’s measures, as communicated earlier, but are far more targeted, applying only to vehicles, machinery and parts, and for containers carrying only these products. Containers carrying other commodities should not be impacted.

New Zealand has released updated versions of its Import Health Standards for Sea Containers and for Vehicles, Machinery and Parts in July 2019 which contain revised mandatory requirements for managing biosecurity contaminants and regulated pests (including BMSB) on targeted risk goods entering New Zealand from BMSB risk countries. The list of BMSB risk countries, which now includes Canada, requires that targeted risk goods must be treated during the BMSB risk season which applies to goods shipped on or after the 1st of September and arriving in New Zealand on or before the 30th of April of any year.

Regulated articles must be treated in Canada or en route to New Zealand using effective fumigation or heat treatment but, unlike Australia’s arrangements, regulated articles will not be accepted for treatment on arrival in New Zealand.

New Zealand requires Canadian treatment providers to be approved by New Zealand. The list of approved providers is jointly maintained by New Zealand and Australia.  Presently, two companies in Canada are approved.

Canada now has two BMSB treatment providers approved jointly by the governments of Australia and New Zealand. Further details are provided below:
