Regulation – Order amending the Export Control List

On April 10, 2014, the Government of Canada finalized the regulatory process to amend the Export Control List. This amendment serves to add controls, clarify controls and remove controls over specific items as agreed upon in the various multilateral export control regimes and in accordance with Canadian domestic policy.

The December 2012 version of “A Guide to Canada’s Export Controls” (Guide) is now in effect and is currently available on the Export Controls Division website.

The new version of the Guide incorporates Canadian commitments and obligations to the various multilateral export control regimes up to December 2012. A table identifying the date of Canadian commitments to each regime appears below.

Export Control Regime Latest Controls Incorporated into ECL
Wassenaar Arrangement December 2012
Nuclear Suppliers Group November 2012
Missile Technology Control Regime October 2012
Australia Group June 2012

A brief overview of key changes are provided on the Export Controls Division website.

The regulation and the Regulatory Impact Analysis Statement were published on the Canada Gazette website on April 23, 2014. Please contact the Export Controls Division for more details.

Please note that Canada’s Export Controls program administered by the Department of Foreign Affairs, Trade and Development Canada is a separate program from Public Works and Government Services Canada’s domestic Controlled Goods Program.

Exporters seeking to export items from Canada have the responsibility to check whether their item is captured on the Export Control List in order to determine whether they will require an export permit.
