Canada Requiring Information on Imports and Exports of Hydrofluorocarbons

Canada’s Department of the Environment is requiring importers, exporters and manufacturers of hydrofluorocarbons to report no later than March 2 certain information for calendar years 2013 and 2014. The information required varies but generally includes the year of reference, identifying information (e.g., Chemical Abstract Service reference number, name or synonym), and total quantity imported, exported or manufactured. The department states that this information will help it to better define current applications and quantities of these substances to inform Canada’s position on potential control strategies, including at the international level.

Only those who imported, exported or manufactured more than 100 kg of a covered HFC, in bulk, whether alone or in a mixture, at a concentration equal to or above one percent by weight, are required to comply with this reporting requirement.

This requirement does not apply to HFCs that (a) are in transit through Canada, (b) are, or are contained in, a hazardous waste or hazardous recyclable material imported in 2013 or 2014 pursuant to a permit issued under the Export and Import of Hazardous Waste and Hazardous Recyclable Material Regulations, or (c) are contained in pre-charged equipment, consumer aerosols, foam products, fire suppression systems or fire extinguishing systems.
