Carbon Steel Welded Pipe, Notice of Final Determination

On January 16, 2019, the Canada Border Services Agency (CBSA), pursuant to paragraph 41(1)(a) of the Special Import Measures Act (SIMA), terminated the investigation of dumping of carbon steel welded pipe by Erbosan Erciyas Boru Sanayii ve Ticaret A.S. from Turkey.

Pursuant to paragraph 41(1)(b) of SIMA, the CBSA also made a final determination of dumping of carbon steel welded pipe from Pakistan, the Philippines, Turkey, for which the investigation has not been terminated, and Vietnam.

The goods in question are usually classified under the following tariff classification numbers (note that the tariff classification numbers are for convenience of reference only; refer to the product definition for authoritative details regarding the subject goods):

  • 7306.30.00.10
  • 7306.30.00.20
  • 7306.30.00.30

The Canadian International Trade Tribunal (CITT) is continuing its inquiry into the question of injury to the domestic industry and will make an order or finding by February 15, 2019.

Provisional duties will continue to be imposed on the subject goods from the named countries until the CITT renders its decision. However, provisional anti‑dumping duties will no longer be imposed on imports of goods of the same description as the goods in respect of which the dumping investigation has been terminated. Any provisional duty paid or security posted will be refunded, as appropriate.
