Customs Notice 14-009 - Changes to the Canada Border Services Agency Policy Respecting the Importation and Transportation of Goods (Sealing Requirements)

1.  Further to Customs Notice 13-010, dated April 29, 2013, which outlined proposed changes to the Canada Border Services Agency’s (CBSA) cargo control and sufferance warehouse regulations and policies, this notice announces changes to the CBSA’s sealing requirements for conveyances and containers that have been authorized to move inland to a sufferance warehouse.

2.  Effective immediately, the sealing of conveyances and containers are only required for the following specific CBSA circumstances:
(a)  Carriers who must meet sealing requirements as participants of the CBSA’s trusted trader programs;
(b)  Cargo that is prohibited, controlled or regulated by any Act of Parliament;
(c)  Intransit movements to point of final export;
(d)  Movement of conveyances and containers from the First Point of Arrival (FPOA) to a CBSA examination location;

3.   Bonded carriers will be allowed to move unsealed cargo between inland sufferance warehouses.

4.   These changes do not negate the industry’s obligation to fulfill any legislative or regulatory program requirements of other government departments that pertain to the sealing of conveyances and containers.
