Certain Hot-rolled Carbon Steel Plate Expiry Review Decision

On October 3, 2017, the Canadian International Trade Tribunal (CITT), pursuant to subsection 76.03(3) of the Special Import Measures Act (SIMA), initiated an expiry review of its order made on January 8, 2013, in Expiry review No. RR-2012-001, concerning the dumping of certain hot rolled carbon steel plate originating in or exported from the People’s Republic of China.
As a result of the CITT’s expiry review, on October 4, 2017, the Canada Border Services Agency (CBSA) initiated an expiry review investigation to determine whether the expiry of the order is likely to result in the continuation or resumption of dumping of the subject goods.
The investigation has now been completed and today the CBSA has determined, pursuant to paragraph 76.03(7)(a) of SIMA, that the expiry of the order concerning the dumping of certain hot-rolled carbon steel plate originating in or exported from the People’s Republic of China is likely to result in the continuation or resumption of dumping of the subject goods to Canada.
The CITT will now conduct an inquiry to determine whether the expiry of its order is likely to result in injury to the Canadian industry and has announced that it will issue its decision no later than August 9, 2018.
