CBSA Message (TCC19-092): New ECCRD for Export – Chapter 25: CERS Portal
The Canada Border Services Agency (CBSA) has released a new Electronic Commerce Client Requirements Document (ECCRD), “Chapter 25: Canadian Export Reporting System (CERS) Portal” to support the replacement of the Canadian Automated Export Declaration (CAED) application which was previously administered by Statistics Canada (SC).
SC is retiring CAED due to its aging technology, therefore the CBSA has developed CERS, a web-based, self-service portal that will be available for exporters to continue to complete and transmit electronic export declarations. CERS includes the same data requirements as CAED, including additional functionality allowing an exporter to submit electronic Summary Reporting Program (SRP) reports (of eligible goods).
The CBSA, in partnership with SC, has developed an activation approach to support the transition of CAED users (including Data Loading Module users) and SRP members to CERS. This activation approach only applies to clients that have been actively reporting exports since December 1, 2017. Updates to Chapter 25 may occur until the completion of external client onboarding. Placeholders have been noted in some sections and will be replaced with content before external client onboarding has commenced.
Copies of Chapter 25: Canadian Export Reporting System (CERS) Portal can be requested by e-mailing the CERS Support mailbox. Please write “ECCRD Chapter 25 CERS Portal“ in the subject line.
Alternatively, ECCRDs can be downloaded from GCcollab. Clients who are already subscribed as GCcollab members may log on to the Technical Commercial Client Unit (TCCU) page, click “Files” and download a copy from the appropriate subdirectory.
Clients who have not subscribed to GCcollab and who would like access to all chapters of the ECCRDs are encouraged to send a request to the TCCU mailbox. Please indicate “GCcollab” in the subject line. The TCCU will then send you an official GCcollab invitation to join the group.
