1. The Canadian International Trade Tribunal, in its decision of the AMD Ritmed Inc. v. President of the Canada Border Services Agency (CBSA), appeal (AP-2014-013/015), found that hospital environments fall within the term “noxious atmosphere”.

This memorandum outlines the CBSA’s interpretation of the expression “to be employed in a noxious atmosphere” throughout the Customs Tariff, and supersedes Departmental Memorandum D10-15-23, Interpretation of “Noxious Atmosphere” for Gloves under Tariff items 3926.20.10 and 4015.19.10 dated July 7, 2014.

Declining U.S. Content in NAFTA Imports Shows Rule of Origin Deficiencies

The share of U.S.-produced content in manufactured goods imports from Mexico and Canada has “eroded significantly” since NAFTA was implemented in the mid-1990s, according to a new Commerce Department report. Commerce Secretary Wilbur Ross said the report highlights the need to modify the NAFTA rules of origin to promote U.S. manufacturing and lower the U.S. trade deficit.
