Please note that although this Customs Notice refers to Certificates of Origin, we have been assured by CBSA that a Certificate of Origin is not required for goods that originate under CETA. When a statement can be used in place of a certificate, the statement is considered a Certificate of Origin and the terminology is interchangeable.

CN 17-30, Implementation of the Canada–European Union Comprehensive Economic and Trade Agreement (CETA)
CBSA has confirmed that until Brexit is in place, goods that originate in the UK may enter Canada under the CETA tariff treatment.
Canadian international merchandise trade, July 2017
Canada's merchandise trade deficit totalled $3.0 billion in July, narrowing from a $3.8 billion deficit in June. Imports fell 6.0% and exports decreased 4.9%, both due mainly to the effect of widespread price decreases, while the Canadian dollar appreciated sharply relative to the American dollar in July.
